The geopolitical context seems to be becoming more complex by the day. As a result, France aims to bolster its military capabilities abroad. To this end, the Ministry of Labor has just adopted decree n°2025-263 concerning the use of short-term contracts. Here are all the details regarding this unusual measure!
In what cases is the short-term contract used?
First and foremost, it is necessary to differentiate between short-term contracts for specific purposes and those for temporary or interim positions. The former establishes a direct relationship between an employer and an employee, which must be justified by a collective agreement. The latter involves a temporary agency connecting a contractor with a company. However, both types of contracts address urgent temporary needs!
Many sectors benefit from the preferential treatment of short-term contracts in the labor code. This includes fields such as audiovisual, surveys and polls, as well as ship repair. The same goes for the hospitality industry, information services, and relocation services. A complete list is available on the public service website and in the labor code!
This time, the Ministry of Labor has expanded the application areas for short-term contracts of specific purposes. Specifically, decree n°2025-263, published on March 23, 2025, allows its use in the military domain. This aims to facilitate the procurement of resources, services, and other support activities for foreign armed forces!
From the moment the decree was published, concern has arisen among French workers. It is evident that the authorities are preparing for an armed conflict and want to maximize the chances for France. But what is the true significance of this measure? Will it be enough to gain a significant advantage? Stay focused!
A strategy to support the foreign army?
During the Paris summit on Ukraine, Emmanuel Macron already mentioned a scenario without the United States. A “reassurance” force could even be ready to deploy on-site to support the local army. One might conclude that the decree regarding the short-term contract for specific purposes is part of the preparations for a possible conflict!
It must be noted that this regulation is ideal for simplifying procedures and enhancing responsiveness. Companies collaborating with the military will no longer need to comply with various human resources laws. They can hire contractors immediately when needed!
Normally, employees must observe a certain waiting period, known as a cooling-off period, before taking another position under a short-term contract. However, if they work with the armed forces, seamlessly transitioning between multiple jobs is no longer an issue. In return, they will not receive any end-of-contract indemnities, with the goal being to support military missions to the fullest extent possible!
Besides the need to rapidly mobilize human resources, this measure also aims to enhance France’s military posture. It should be noted that on the ground, the military cannot manage everything alone, and some tasks must be entrusted to contractors to better focus on the strategies to be applied.
A global conflict could erupt at any moment due to the current geopolitical tensions. France must be able to respond immediately if it wants to maintain its position. Therefore, other measures will likely accompany this decree concerning the emergency short-term contract!
